GST DSC Registration & Signing in 2026: emSigner 3.3, New DSC Tokens & Common Errors
If you use a Digital Signature Certificate (DSC) for GST registration, invoicing, returns or other GST-related compliance work, there is an important update to know about from 21 September 2026.
GSTN has introduced emSigner version 3.3 to provide compatibility with new DSC USB tokens issued on or after 21 September 2026. This is particularly relevant if you have recently purchased a new DSC, renewed your certificate with a new token, or are facing problems while signing on the GST Portal.
In this guide, we explain how a Class 3 DSC for GST Registration & Invoicing works, who needs emSigner 3.3, what to check when your DSC is not detected, and how to avoid common signing problems.
What Is a Class 3 DSC for GST Registration?
A Class 3 Digital Signature Certificate is used to digitally authenticate and sign documents on various Indian government and business portals.
For businesses and authorized signatories, a DSC can be required for activities such as GST-related filings, registration processes and other statutory submissions where digital signing is supported.
If you are applying for a new certificate, you can Apply for DSC Online India through the Care4Sign application process.
What Has Changed for GST DSC Users in September 2026?
GSTN has made emSigner version 3.3 available for compatibility with DSC USB tokens issued on or after 21 September 2026.
If your existing DSC and USB token are working normally, you do not necessarily need to upgrade immediately.
However, users receiving a new DSC USB token on or after 21 September 2026 need emSigner 3.3. This is especially important if you have recently purchased or renewed a DSC and received a new USB token.
Who Needs emSigner 3.3?
You should use emSigner 3.3 if:
- You have received a new DSC USB token on or after 21 September 2026.
- You have received a new token with a newly issued DSC.
- Your DSC has been renewed and the renewed certificate is supplied on a new token.
- Your certificate is not appearing for selection on the GST Portal.
- Your GST DSC signing process is failing despite having the correct token driver installed.
Existing users whose valid DSC and token are working normally can continue with their current emSigner version unless they experience signing or certificate-selection problems.
Do Existing DSC Users Need to Upgrade?
If your existing DSC is valid and your current USB token is working normally, you do not necessarily need to upgrade immediately.
However, if you start facing signing problems or your certificate does not appear for selection, upgrading to emSigner 3.3 may help, particularly if your token is a newer DSC USB token.
How to Use a Class 3 DSC for GST Registration & Invoicing
The general DSC workflow is straightforward:
- Obtain a valid Class 3 Digital Signature Certificate.
- Install the required USB token driver.
- Install the appropriate emSigner version.
- Connect the DSC USB token to your computer.
- Start emSigner.
- Log in to the GST Portal.
- Select the appropriate authorized signatory.
- Select the DSC certificate when prompted.
- Complete the digital signing process.
If you are using a new DSC token issued from 21 September 2026 onwards, make sure the required emSigner version is installed before attempting GST signing.
System Requirements for emSigner 3.3
Before installing emSigner 3.3, check your computer configuration.
| Requirement | Recommended / Required |
|---|---|
| Operating System | Windows 10/11 64-bit, Ubuntu 18 or above, or supported macOS |
| System Type | 64-bit |
| RAM | 8 GB or above |
| Storage | 64 GB or above |
| Java | Java 1.8, OpenJDK or Oracle |
Make sure Java is installed separately where required before starting the emSigner setup.
GST DSC Not Detected? Check These Things First
1. Check the USB Token
Make sure the DSC USB token is properly connected. If the computer does not recognize it, try another USB port.
2. Install the Correct Token Driver
emSigner and the DSC token driver are not the same thing. Make sure the driver required for your particular USB token is installed correctly.
If you are using an applicable token, you may need the correct mToken 140-3 / HYP2003 Token Driver before the certificate can be detected.
3. Make Sure emSigner Is Running
Installing emSigner is not enough. It should also be running when you attempt to sign documents on the GST Portal.
4. Check DSC Validity
An expired DSC cannot be used for digital signing.
If your certificate has expired, you can complete the DSC Renewal Online process.
5. Check the Authorized Signatory
Make sure the correct authorized signatory is selected on the GST Portal and that the DSC belongs to the appropriate person.
6. Check emSigner Version
If you have received a new DSC USB token on or after 21 September 2026, verify that you are using emSigner 3.3.
What About FIPS 140-3 DSC Tokens?
The new emSigner update comes at the same time as the transition toward newer cryptographic modules.
FIPS 140-3 compliant USB tokens are designed to meet updated security requirements for cryptographic operations.
To understand the transition in more detail, read our guide on FIPS 140-3 Level 3 USB Token India.
Do You Need to Buy a New Digital Signature Certificate?
If your existing DSC is valid and your token is working properly, you do not need to purchase a new certificate simply because emSigner 3.3 has been introduced.
However, if your DSC has expired, you need a new certificate, or you have received a new USB token, you should check the current compatibility requirements before starting GST signing.
If you need a new certificate, you can Apply DSC Online India through Care4Sign.
Common GST DSC Errors and Quick Checks
| Problem | What to Check |
|---|---|
| DSC not detected | USB token, token driver and emSigner |
| Certificate not appearing | Token driver, emSigner version and certificate validity |
| Signing failed | emSigner running, correct signatory and token connection |
| New token not working | Install the required emSigner version |
| Expired DSC | Renew the DSC |
Frequently Asked Questions
Is Class 3 DSC required for GST?
DSC requirements depend on the GST activity and user category. Where digital signing through a DSC is required, the appropriate valid certificate should be used according to the applicable GST process.
